as the provision of armed guards and the action to be

taken by H.M.Ships.

It was decided that there would be no

objection to such an interview taking place at an

early date, provided that Mr. Swire was left simply to state his case and that care was taken not to prejudice the meeting with all the Shipping Companies concerned, which would be necessary at a later date after the views of the Governor of Hong Kong and the British Consul-General at Shanghai on the proposal to issue certificates as in paragraph 4 had been received and considered. In these circumstances it was not thought necessary for the other Departments to be represented

at the interview.

10.

Summary of proposed action.

(1) The Admiralty to arrange for an interview with Mr. Swire without prejudice to a later meeting with all the Shipping Companies concerned.

(2) The Colonial Office and Foreign Office to consult the Governor at Hong Kong and the British Consul-General at Shanghai, respectively, on the proposed issue of certificates to ships in which the system of anti-piracy protection reached a certain

standard.

(3) A Meeting with the Shipping Companies concerned to be arranged later after the reports under (2) had been received and considered.
